In this tutorial, you'll learn how to make a glitter fill using Paint Shop Pro. It doesn't matter what version you use, it'll turn out to be the same. Ok..let's get started.

Steps:

Create two new image[s] with any size[s] you'd like. [File > New]
I'll make mine 70x35.

Now, click on the first image. Go to Adjust > Add/Remove Noise > Add Noise:
Gaussian: 65
Check Monochrome box.
Press Ctrl+C , and paste it in Animation Shop [Ctrl+V].

Then, click on the second image. Do to same thing as the first one but change Gaussian number to be different. [For example, pick 70 for the second one.]
Press Ctrl+C, and paste it in Animation Shop by pressing Shift+Ctrl+L.

Now in your Animation Shop, go to View > Animation. You'll see a glitter fill you've made just now! Like this one :
